Purpose of
Position:

We are seeking a
highly motivated Gender Strategy Consultant to support Palladium's newly formed
Center of Technical Excellence (CoTE). The CoTE is based in the Americas
Regional Business Partnership and primarily serves USG and private
sector-funded clients. Gender empowerment is a key component of the new CoTE. One
of the primary goals of the CoTE is to facilitate knowledge exchange and
learning and ensure technical excellence in gender-transformative approaches across
Palladium's projects and proposals. Through this consultancy, we aim to develop
a gender strategy that supports CoTE's mission to increase awareness of
Palladium's gender transformative capabilities and expertise, consolidate best
practices and approaches, and facilitate high-quality program implementation,
proposal development, and thought leadership.

Position
Summary

The consultant will work
closely with Palladium CoTE staff and gender experts. The Palladium team will
provide technical guidance and input to facilitate the development of the
gender strategy. The consultant will communicate frequently with the Palladium
team on deliverables and progress.

Anticipated Period of Performance and Level of Effort:

  • Estimated Period of Performance: May 1, 2024 - July 31, 2024
  • Estimated LOE: 20 - 30 days

Primary Activities

Phase 1 - Consolidation and Analysis:

  • Analyze Current State: Based on Palladium's gender transformative capabilities, approaches, and models, analyze Palladium's strengths, differentiators, and areas for growth in the gender space. Assess which aspects of Palladium's gender expertise are transformative and innovative and benchmark our gender expertise against the industry.
  • Develop a Learning Agenda: Research USAID's key learning questions related to gender. Based on Palladium's strengths, USAID's priorities and market trends, develop a learning agenda to include in the gender strategy.
  • Recommend External Tools: Research and recommend external tools, approaches, and case studies on gender empowerment to complement and enhance Palladium's expertise.

Phase 2 - Strategy
Development and Dissemination:

  • Develop Gender Strategy for Palladium: Based on Phase 1 deliverables and in close coordination with the CoTE team, develop a gender strategy for Palladium, including guiding principles, pillars, approaches, tools, and illustrative activities.
  • Internal Dissemination: Present the new gender strategy at an internal kick-off event.
  • External Dissemination: Contribute to an external event showcasing the new gender strategy. Draft communications piece(s) highlighting Palladium's thought leadership in gender transformative approaches.

Key Capabilities and Professional Expertise Required:

  • Proven experience leading the development of organization-level gender strategies
  • Progressive experience in gender and social inclusion, preferably with USAID programs
  • Demonstrated understanding of USAID's gender approaches and priorities
  • Outstanding facilitation skills and ability to adapt methodology based on audience
  • Customer service orientation
  • Excellent project management skills
  • Proven experience in collaborating with different stakeholders and effective communication
  • Excellent written and verbal communication skills, with the ability to effectively communicate technical concepts and findings to diverse stakeholders and coach others to do the same
  • Self-reflective, ability to work independently, and seeks and actions feedback
