Position Summary:
Under the direction of the Director, Systems Planning, Data and
Forecasting, the Manager: Modeling and Forecasting provides NJTPA planners
and decision makers with analytical insights regarding the region's current
and future travel patterns, markets, and demographic and employment trends.
The incumbent leads the building and operation of NJTPA transportation and
forecasting models and the use of innovative forward-looking analyses in the
metropolitan planning process. The position supports the evaluation of
regional needs and multimodal transportation system performance, and the
development and application of technical methods for selecting among available
strategies. The incumbent manages data development (including travel behavior
surveys) and delivers GIS and analytical support for studies conducted by
Central Staff and NJTPA member and partner agencies. The incumbent maintains
up-to-date technical expertise on planning methods and contributes on
strategic work program decisions regarding the development and application of
analytical resources.

Essential Functions:

Operate models, including the
Enhanced North Jersey Regional Transportation Model (NJRTM-E) and the NJTPA
Demographic and Employment Forecasting Model (DEFM), and lead maintenance,
enhancements, revalidations, and other updates as needed.
- Manage consultant-supported
projects related to the NJRTM-E and the DEFM, such as updating network and
zones to incorporate transportation projects, developing demographic
estimates and forecasts, enhancing transportation-land use modeling
integration, and conducting travel behavior surveys.
- Collaborate with colleagues,
within the NJTPA and at partner local, regional, state, and federal agencies,
to support and enhance modeling, forecasting and survey activities, and
studies at regional, subregional, corridor, and facility levels.

Additional Functions:

Report to staff, member
and partner agencies, NJTPA Trustees, and others as appropriate on modeling and
analytical issues (e.g., NJRTM-E Users Group)
- Assist in agency
regional planning initiatives, such as analyzing regional transportation system
performance, needs, and strategies, and developing and applying sketch-level
modeling and other decision-support tools, including software supporting model,
GIS, database, and visualization tools.

Prerequisite Qualifications:
-
Graduation from an accredited college with a master's degree in planning or a related technical field and a minimum of five years of demonstrated expertise in Travel Modeling, Transportation Planning, and/or Geographic Information Systems.
- At the university's
discretion, the education and experience prerequisites may be exempted where
the candidate can demonstrate to the satisfaction of the university, an
equivalent combination of education and experience specifically preparing the
candidate for success in the position.
