The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware. Direct activities related to the Payment and Compliance division within the Finance team while also developing team members and driving further enhancements and efficiencies. Ensure division activities comply with organizational policies, and maintain efficient staffing, workflow, and production and preparation of necessary documentation. Oversee administration of the Bank's Purchase card (P-card) program, vendor and employee payments and employee application access provisioning. Recommend and set long-term strategic goals. Develop, implements, and lead related programs to achieve objectives. Represent the Bank in a professional manner, taking a leadership role, when appropriate, on internal Federal Reserve System-level committees and workgroups. The position reports to the Assistant Vice President, within Accounting Services, which reports to the Chief Financial Officer. Job Description: What You Will Do: Payment and Compliance Operations Oversee the daily operations of the Payment and Compliance division within the Finance team to ensure all activity is accurate, timely, and completed following Federal Reserve System and internal Bank policies, requirements, and guidelines. Propose and implement changes to Payment activities, internal policies, and procedures to find the right answer and resolve issues. Maintain an internal control environment and timely COSO testing standards as applicable. Manage People Attract, develops and motivates a professional staff with diverse capabilities, and develops successors for important roles. Foster an environment that rewards and recognizes teamwork and innovative ideas that positively impact performance for the department and Bank. Ensure adequate back-up coverage and work-life balance among direct report(s). Performance Monitoring and Metrics Develop, monitors, and reports on necessary operational metrics and issues including those related to quality, productivity, backlogs, and projects to inform decision-making and enhance primary business processes, services, and performance on an ongoing basis. Stakeholder Engagement Use experience to addresses complex customer issues and complaints, ensure all matters are addressed, and recommend an appropriate course of action for most complex issues. Build relationships with main internal customers to create awareness and understanding of policy compliance requirements including justifying business expenses and to better understand their needs. System Leadership Support Represent the Bank on System level organizations. Provide expertise to and bring expertise back to the Bank from System workgroups. Professional Development Improve business acumen, partnerships and relationships, and contribution to our culture at all levels; maintain awareness of the Bank's important strategies, risks, and other issues. Maintain accountability for meeting your professional and personal goals. Keep up on and contribute to developments in your field. Perform other responsibilities as assigned or requested What You Have: Education and Experience: Bachelor's degree in accounting, finance, engineering, or related business discipline, which includes courses in accounting principles and standards. Minimum of ten years' experience in accounting and/or auditing, or equivalent education and experience. Knowledge and Skills: Experience promoting teamwork and building collaborative relationships. Follow system guidelines and be a reliable source of authority on relevant subject matters. Knowledge of accounts payable practices and general accounting principles. Manage teams and professional development. Strong analytical and organizational skills, ability to organize team work to achieve results and maintain relationships. Sense of personal and team accountability. Written and verbal communication skills. Other Requirements: Employees may be required to travel by car/air. Physical Requirements: Traditional office environment. Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks. Ability to lift items weighing approximately 20 pounds on a limited basis is required.
