About Signpost Signpost is a digitally enabled responsive information service that supports and empowers populations in crisis through information access, including asylum seekers, migrants, and people who have experienced violence. Our program equips people with information to understand their options so that they can make informed decisions about how to stay safe, get urgent care for acute problems, exercise their rights, and access services. It was developed by the IRC and Mercy Corps in 2015 to address asylum seekers' and migrants' pressing need for reliable information upon arrival to Greece, and is now active in 15 countries on 5 continents. It meets communities on the digital platforms they already use and aims to deliver information that is contextualized to their specific needs and speaks to their lived realities. This approach draws on evidence that people are more likely to trust and act on information that is responsive to their needs, speaks to their lived realities, and that comes from "peers" rather than authority figures. IRC is supporting a number of civil society initiatives in Europe with that are responding to people displaced from Ukraine with the most important information they need to navigate their next steps, and eventually rebuild their lives, with access to individual, person-to-person support along the way. Referral Pathways Mapping Consultant The IRC is seeking a referral pathways consultant to map national-level anti-trafficking resources; services for unaccompanied as well as neglected or abused children; emergency hotlines; and national level resources for violence against women and girls including IPV, in 10-15 European countries receiving the highest numbers of people displaced from Ukraine. The final product would be country-specific escalation protocols (1-2 pages each) for community engagement staff who are interacting digitally with people displaced by the war in Ukraine that outlines guidance for when they are in touch with someone with emergency/acute protection needs. The IRC has examples of these protocols that they have developed in other contexts and a common framework for thinking about escalation in the context of digitally-delivered information services. The consultant would build off of this framework in developing country-specific guidance. S/he would assess existing hotlines and relevant nation-wide services, including language availability, confidentiality policies (so that staff could inform clients of those policies), and a summary overview of social services they link to. S/he would also assess mandatory reporting requirements and incorporate them into the guidance as relevant. Key Deliverables Draft work plan detailing phases and steps of consultancy at the beginning of consultancy for review; Conduct FGDs and KII with hotline and other social services staff to assess their services before adding them to any escalation protocol; Conduct ad hoc calls with VPRU Technical Advisors to ensure escalation protocol is up to safety standards and principles; Qualifications Preferred skills and experience
