Job Description:

  • Manage Project Group personnel including conducting performance reviews and addressing human resource issues.
  • Manage the implementation of all of the Project Group's activities including but not limited to: project budgeting, qualifying vendors, bidding process, vendor contracts, committed cost oversight, pre-construction and construction policies and procedures, facility notices, shutdowns, document control, safety enforcement and project management software.
  • Review and approve vendor site access and construction staging areas.
  • Review RFP's and scope of work documents, prior to being issued, for all of the group's projects.
  • Collaborate with Hospital & Facilities Engineering personnel to establish project scope of work.
  • Responsible for establishing project budgets via the following methods depending on project scale and complexity: in-house cost estimating, contractor estimates, feasibility studies and 3rd party cost estimators.
  • Prepare project funding document requests and all associated supporting documentation necessary to obtain fund approvals.
  • Prepare annual capital fund requests and maintain a 5-year capital plan.  Collaborate with Hospital and Facilities Engineering personnel to prioritize and select capital infrastructure projects.
  • Maintain a master project tracking list that identifies project status, budgets, expenditures and 5-year spend projections.
  • Directly manage projects and perform all project management responsibilities.
  • Develop consultant scope of work documents.
  • Prepare and issue RFP's/Bid Packages to consultants and contractors.
  • Perform bid reviews and select vendors.
  • Facilitate the execution of contracts between vendors and Owner including becoming familiar with contract terms and conditions.
  • Manage all pre-construction activities including, studies, testing, cost estimating & design.
  • Ensure facility design standards are maintained.
  • Perform technical reviews of design to ensure quality, maintainability and scope is consistent with approved budget.
  • Ensure that all vendors are prequalified for safety, financial history and technical qualifications.
  • Prepare and process all necessary documentation for PO's & CO's.
  • Gather existing drawings and documentation for use by consultants and contractors.
  • Maintain project tracking spreadsheets for RFI's & submittals.
  • Supervise construction sites for adherence to contract scope & safe construction practices.
  • Coordinate construction activities between PM, plant personnel and contractors.
  • Track construction progress in accordance with project schedule.
  • Hold and lead construction and design progress review meetings.
  • Prepare meeting minutes as required.
  • Manage and track all financial aspects of projects including budgets, commitments and expenditures.
  • Review and approve payment applications.
  • Retain the services of expeditors and special inspection agencies and ensure that all inspections are performed.
  • Enforce ICRA and ILSM requirements.
  • Maintain construction documents in organized files and ensure all construction documents are properly archived.
