Background

The future of medical education, care and research is taking shape at the Dell Medical School at The University of Texas at Austin. Made possible by an unprecedented partnership with the people of Austin and Travis County, and the generosity of the Michael and Susan Dell Foundation, the Dell Medical School is the first in nearly 50 years to be built from the ground up at a top tier Association of American Universities (AAU) research university.

Through the generosity of the Mulva Family Foundation, the Mulva Neuroscience Clinics were established to advance neuroscience at The University of Texas at Austin Dell Medical School.  The Mulva Clinics will combine state-of-the-art research with advanced clinical operations with an initial emphasis on Altzheimer's disease and bipolar disorder. Dell Medical School is using Integrated Practice Units (IPUs) to deliver and refine value-driven health care for patients. Within the Mulva Clinics, the Bipolar Disorder IPU will provide integrated, patient-centered care that is driven by evidence-based protocols and intersects with an active bipolar disorder research program. 

Job Summary

The Bipolar Disorder IPU Director (Director) is critical to achieving excellence in the delivery of innovative patient care while creating a positive working environment and active research program. The Director will serve as the medical director for the Bipolar IPU and is expected to help develop models to optimize quality, cost-effective care for patients and lead research efforts to test those models. The Director will hire, supervise and coordinate clinical, research and support staff responsible for delivering care within the designated IPU practice sites. The Director will work closely with the IPU clinical team, as well as with Dell Medical School administration, to ensure that all financial, clinical, quality and patient satisfaction goals are achieved for this clinic. The Director is expected to qualify for a faculty position within the Department of Psychiatry at Dell Medical School. As a licensed MD, the Director will also provide direct patient services in addition to their duties in administration. As a faculty member, the Director will develop and support research programs designed to improve mental health care delivery or understand the causes of bipolar disorder. The department is creating a strong bipolar disorder neuroimaging program that the Director is expected to work with closely as s/he leads this IPU.  The projected distribution of effort for this position is 10% administrative, 30% clinical service and 60% research but this may be adapted to the skills of the applicant.

Essential Duties and Responsibilities:

Operations Management:

  • Manage operations within assigned IPUs that includes ensuring compliance with Good Clinical Practice standards and being accountable for behavioral health care quality, safety, service and operational excellence and measurement;
  • Work collaboratively with Dell Medical School leadership, medical directors, physician providers and other clinical staff to develop excellence in service and clinical care, optimal outcomes, and efficient resource utilization;
  • Review, analyze, and collaboratively resolve operational issues including clinical staff and patient/ family concerns as they are related to the IPUs;
  • Monitor and analyze performance improvement and quality data; research best practice across ambulatory services and other organizations to continually improve the patient/family experience; proactively address performance/quality issues including thorough review with physician leaders for resolution.

People Management:

  • Responsible for building and leading a high-performing care delivery team and research program. The Director is responsible for daily staffing, performance management, professional development, clinical competency, recruitment and retention of staff in assigned IPU practice sites;

Program Management:

  • Work with the Mulva Clinics Director to develop long-term strategic plan(s) for assigned IPUs and related institutes;
  • Develop training programs for physicians and other clinical staff within assigned IPUs to improved sensitivity and sophistication with regard to mental health concerns and care.
  • Create research programs that extend the IPU and integrate with other existing research activities within the Mulva Clinics and DMS Psychiatry.

Financial Management:

  • Work with business infrastructure to monitor financial and budgetary performance of the assigned IPUs;
  • Develop and implement financial improvement plans when needed.

Qualifications

  • Medical degree (MD) in Psychiatry from an accredited university program.
  • Certified in psychiatry in Texas or eligible to be certified.
  • A track record of significant psychiatric research.
  • Knowledge of state and federal regulations and licensing requirements for ambulatory facilities strongly preferred.
  • Clinical management and knowledge of budget, billing, finance and managed care rules and regulations preferred.
  • Eligible for a faculty appointment in the Department of Psychiatry, Dell Medical School.
  • Neuroimaging or genetics research experience in bipolar disorder is a plus.
